    I can't figure out the intended meaning of this one. It seems like it should be anti-littering, but the best interpretation of the text and images I can come up with is something like, "Posters telling smokers not to litter with cigarette butts are hypocritical because the posters themselves are littering the urban landscape."

    HELP!
